Sorry if it's been answered :)

    Edit:

I didn't even say the question..

If/ When on Wednesday the iPhone 5 is announced, will it be immediately available to pre-order on apple, or is there a specific time?

    Hope that makes sense?

I think the OP already answered there own question.

Since the only that has been announced is that there is "some sort of announcement", then nobody knows the answer.

    The event/keynote?

It's 10am in the US, which is 6pm UK time. Every year, every keynote, never changes.

They will be announcing "when you can pre-order it" in a few days.

That information has NOT been announced for US customer or UK customers.

It has not been announced. In fact, Apple has not even confirmed they will be announcing a new iphone at this event. It is a pretty safe assumption, but NOTHING has been announced (including pre-orders).
