what to use to store contacts on PC to sync with phone

I have been a long time apple/iphone user and recently got new iphones for my parents as a gift. I am going to be setting them up on them in the next couple days and i am at a loss as to what program to use to store their contacts on their PC that with sync easily with their iPhones

i have always used address book with my iMac/MBP but am not really sure what to use for them since they have a PC. Both right now just store their contacts on their old phones (non smartphone)

any suggestions?

Outlook 2007 or later is one option.

I dislike Outlook. I recommend converting them to a free Outlook.com.
It supports exchange push sync. Contacts, Mail, Calendar.

GMail is also an option.

iCloud is the best way IMO.
