I just got a second iphone, i figured i could restore from my first iphone back up in itunes so
1 i downloaded ios 9.3 via iTunes unto my computer, updated and backed up my first iphone.
2 but when i went to restore my first back up to my new iphone im asked to re download ios 9.3 update again al over again.

is this normal and is there a way to find the download to update without having to use my 3g network to download it again since its almost 2GB

    normal?

If your iPhones are different models then the files needed to update will differ based upon the model of the iPhone. Urgo, yes... you will need to download the ISPW again.
