Why frame rate options of 29.97Hz and 59.94Hz? Explain it like I'm 5.

They’re not exactly new it’s just they’re now labelled as such so you can see what they actually are. There is however new frame rate options that you don’t see in the menu but your ATV will probably use from time to time.
