Why is the Photos section in Open dialogs so different?

I ask in part because I'm not sure if this is a configuration issue on my end.

In Photos (the app), the sidebar looks like this:

    upload_2018-5-4_14-29-38.png

Notice how it includes sections such as Memories and People.

But in an Open dialog, the options available within Photos are arranged quite differently:

In fact, this is so different that for the longest time, I assumed this was missing People altogether. It's not! For some reason, Albums suddenly contains, among other things, People:

This makes little sense to me, because Photos doesn't do that.

So what gives? Why do the two follow a hierarchy that's similar enough to fool you, and yet different?

I have always thought it is just sloppiness on Apple's part.
I don't think there is any rhyme or reason to it — just interface inconsistencies.
