When I load an unknown webpage this displays:

I mean what is that? What happened here? What should I do??

Are you at home or on a business network? The proxy server may return "clever" error messages.
 
If I understand your question, you entered a non-existing web site and that is your browser's equivalent 404 Not Found message. You aren't getting that window with a legit web address, are you?
 
I got the standard

"Safari can’t find the server.
Safari can’t open the page “http://wtf/??/” because it can’t find the server “wtf”."

I think you broke your internets, fix it quick, before your mac turns into a dell :eek:

Use AppZap on Safari (deletes the app and any pref files that are related to it) then re-download Safari (http://www.apple.com/safari/download/) and hopefully tada, that should fix it.
 
When I try to visit http://wtf/?? I get the OpenDNS guide page with some suggestions (looks like a google search results page) as that is where the DNS I use sends me when an address can't be resolved.
 
anti-microsoft: What are your DNS servers? They could be returning the page instead of allowing your browser to simply display the standard error.

I've tried it in Firefox 3, again, the same thing. So it must be something to do with what you are saying. How do I stop this?

You went into Photoshop and edited an Internet Explorer error into Safari.

Either that or you're going to a website that has this error as the page background.

all i get is this, obviously youve photshopped ie7's 404 message into safari.
YOu must be some sort of 1337 H4X0R.

Either...

a.) You Photoshopped it in there.
b.) The site has a custom 404 error page (and it's set to that nasty IE one).

Look all you guys, why the hell would I take time and dedication in doing such a stupid thing? I mean, honestly. Who thinks that photoshopping an IE error message into Safari is a fun thing to do?

Well someone thought it was funny to post it on the site so people thought they had met an error message.
