Is there a way to control the sound while watching a YouTube video?

You can control your sound with both the buttons on the side of the iPad and the controls on screen. Just tap the video to bring up the controls.

Did that work for you? The reason I am asking, is some people are not seen the volume control appear on the screen.

No.
No volume on screen until I went to full screen, then the sound control bar showed up.

Are you using the YouTube app or viewing directly using Safari?

On the video that raised the question I had clicked a link provided on a forum (using Tapatalk) I was on at the time.
The youtube icon wasn't up after I left it, so I'm assuming it opened it from Safari if that makes sense.

Try viewing a few videos using the YouTube app and see what happens.

Tried a few with the same results, no volume control.

Try in this order and move to the next step if it continues to not work:

- restart
- reset (hold power and home button)
- reset all settings (settings > general > reset)
- check for software updates
- backup and restore as new
- contact Apple for replacement
