What should you look at when your buying a camera or what makes one good? Could you suggest a couple digital cameras that are in a good price range, and that are half way decent?

No. Are you looking for a dSLR? A Point-and-shoot? What type of camera?

Cheapest DSLR kit is $400 (K100D), so you'll have to settle for point and shoot (but you can choose one that has manual and priority modes).

Judging by this question, I'd wager the OP is looking for a nice little Canon/Sony P&S :)

Below $200 I would consider:
- Canon A540
- Fujifim F650
- Samsung S850 (more megapixels compensated by bigger sensor)
Not much more relatively current with priority modes according to

FPS mean frames per second, i.e., how many shots are taken in a one second interval. It's useful for sports photography, among others.
You're getting some good advice here, as well as some pretty snarky comments. It'll help us a lot if you try to be as detailed with your needs as you can be.
What kind of photos will you take? Is this for daily snapshots, or more "serious" photography? Is the size of camera important to you? What's your max budget, etc.
You've answered some of these questions already, but the more information you give us the better advice we can give in return, as well as avoid some of the abuse you're receiving :)
