I think there should be a Networking section, otherwise that stuff ends up wherever.

Networking threads should be posted in the Mac OS X Server, Xserve, and Networking forum. It covers any kind of networking, not just networking related to servers.

How does creating another one ensure people know it exists?

There is already a Forum for this, people would have to look for either one, the new one or the one that is already there

I think people are not posting there because they see all that server stuff in the title, if they see it at all.

Just search the forums for 'linksys' and see what I mean.

We don't have a dedicated forum for networking alone because, when we survey threads, we find that there are not enough threads about the topic to justify it. The more forums we have, the more clutter there is on the forum home page, which some people think is already too long.

Some forum topics (like Apple TV and MobileMe) just barely make the cut, and some don't, and we reevaluate it from time to time. This issue has come up repeatedly over the years for specialized topics.

As a compromise for networking, we combined forums that are often but not always related: servers and networking.
