Yam's plan calls for 15 years of planning followed by 12 years of construction and another three years to make the settlement habitable. His estimated cost to build the station is $563 billion US.

The project even delves into how the society on the station would work and borrows heavily from Canadian policies, including adopting a tax regime based on the Canadian income tax system and deciding who lives on the station based a point system modeled on Canada's immigration policy.

The contest is co-sponsored by the NASA Ames Research Center and the U.S.-based National Space Society and directed at students from ages 11 to 18 from around the world, with two age categories for the contest.

^^^It would be cool if this space stationwas so big that different sections of the craft evolved differently from the rest based on the culture of the people who lived there. We could even have a space ghetto.

Only $563 billion? That's not much! Not even an entire bailout (erm... stimulus) package!

I wonder if this is how much it would actually cost. If they could build something like this today with $563 billion, then the US government probably wasted their money. They should have put it all in this thing.

very interesting proposal, pretty impressive for an high-schooler.
i think he forgot one aspect though. He includes gyms, parks, movie theaters and other recreational activities, which is great, but there is no mention of even a single restaurant or any kind of any retail store activity. where are people going to get "stuff" and food?

it's a permanent settlement of 10,000 people of all ages, basically a small town. People would want/need access to some variety of goods.
