Can I delete ~BootSector.bin

It is sitting in my Macintosh HD folder. What is this file? Can it I safely delete this?

I also have this file in the root directory of my MacBook's hard drive. What does it do? Why is it there?

Instead of answering yes, why is it ok to delete.

OP: Personally, I wouldn't delete anything out of the root directory unless I know exactly what it is and what its used for. Given the one word response that criteria has not been met.
