There is, Skype.
Facetime is not a solution. FaceTime audio is not the same as Ios8 remote phone calling.. Remote phone uses the iPhone remotely to make calls. FaceTime also does not have a dialer or access to voicemail or favorites.
Skype is not a solution for the same reason. Im not looking to do IP calling.
They should just add a phone app to iPad and Mac and then ditch the contacts app.. FaceTime could probably be integrated in to the phone app as well... And while they are at it. Visual voicemail is perhaps one of the most outdated and under featured aspects of the iPhone.. Time to fix it.
Now that the iPad and Mac can make phone calls. It would be cool for them both to have a phone app. It would be nice to see missed calls. They could also move voicemail to the cloud.

When I'm at home, my iPhone is on its charger, and I spend more time on my iPad than I do my Mac... You're damn right I'd want to accept phone calls on my iPad!

Seems like the FaceTime app would provide that ability based on what some others are saying.I believe what they will do is modify the Contacts app to include a dialer into it ... thats about it ... they will not create a "Phone" named app for the iPad (from experience)

Perhaps on some level it might not make as much sense, but the functionality is there, and it seems like the functionality for the most part is what was being asked about....which doesn't make sense considering it has nothing to do with FaceTime.
Look at what happened with FaceTime, which used to be buried in the Phone app (which didn't really make much sense either) - the same will probably happen with continuity features on iPad/OS X.
Maybe next year if they expand continuity.
