Sending text message from iPad or Phone

I am able to send a text message from my IPad to select person phone but not to everyone in my address book. Is there a reason it won't accept some peoples cell phone number and not others ?
 
The iPad uses iMessage so only those people who have iMessage can receive those text messages.
