Okay, so I've got an i7, 8gb 512gb SSD 2013 MBA

I've just uploaded some photos into iPhoto and now iMovies is creating thumbnails for movies in iPhoto, but the exhaust fan seems to be quite noisy. Most defiantly not as noisy as the import in iPhoto but the exhaust fan is getting to around 4500rpm.

Should it be going this fast on generating thumbnails???

and the fans are getting faster... almost 5100rpm as noisy as the import lol!

Never mind what it's doing. What does the cpu meter says? Are all 4 virtual threads maxing out? Yeah the fan will come on.

Yes, it's very processor intensive when running those tasks. What processors create is heat which means the fans need to spin up to cool them.
