I offered to share my Apple One Premier with 5 adult friends and family (living elsewhere). One friend said that whenever she might subscribe to something, my master account would then be charged for it and not her current Apple ID connected card. I said, you mean like One ID To Rule Them All and she said Exactly. Is that accurate? Or will her subscriptions and purchases still be privately and separately charged to her own Apple ID?

Yes I believe it utilizes family sharing which means your card is charged for any app purchases / subscriptions under that Apple ID.
