A religiously oppressed state
Hello, I am running Final Cut Pro 5 and have two layers (as seen here) and I want to blend them together into one. Kind of like make them both transparent and put them over top each other. How would I go about doing this?

BTW I really don't have 1000s of dollars to buy expensive addons to do this.

Well, you don't want to reduce the opacity of BOTH. But to blend them, you can change the upper clip's blending modes and/or adjust its opacity. To do the first, right-click on the upper clip in the timeline and choose a mode in the "Composite Mode" submenu. To adjust opacity, just turn on Clip Overlays (button in the bottom left that looks like two points connected by a zig-zaggy line, or just hit Cmd+Opt+W) and adjust the level line that appears in the clip. You can also adjust it over time by adding points to the opacity line and changing their values.
