iPhone Cannot downgrade to iOS 9.3.5 firmware not compatible

Seeing Apple is still signing 9.3.5, I went and downloaded IPSW file from redmondpie website and then tried to restore with iTunes but it says firmware not compatible. Have I downloaded the wrong file? I have iPhone 5C, model A1507 which I believe is GSM so I downloaded the GSM file and it says firmware not compatible? What is wrong?

Might be the wrong file. Might want to try another file or another site perhaps.
