eMac problems, please help!

hello everyone

I have an eMac and the problem is that, everytime that I am trying to access the Network tab in System Preferences, I get a message that it's been taken over by another application!

Can anyone help me on that? Is it a matter of permissions or something else?
Any useful commands or software to fix the problem?

Try removing the port, then re adding it (is selecting Ethernet the problem?)
