Under iTunes Match there's a limit to how many devices... Even in iTunes you can see how many devices that are attached to a shared AppleID.

Quick Question. Is there any kind of way to know when you reached a User limit under Apple Music? Or do they go strictly be how many users in the Family Plan?

Family plan in Apple Music goes together with the Family Sharing system that's integrated in iCloud and it has a max number of users at 6. So if you want to have a family plan you have to activate the family sharing option first in iCloud and add the users.

Is the Organizer considered part of the 6 users which makes it a total of 7? Or I can only add up to 5 users?
