Unfortunately the country which I live doesn't have an apple online store so my options are limited I have to fax the damn purchase form

to be honest apple sux, billion dollar company ******* U , any way my question can I scan my form and send the fax through an online fax service ?

Yes, you can use any fax service to send faxes to Apple.
