What's the best plan of action to find all the mp4s in my iTunes library, burn them to a DVD possibly as mp3s....and then delete the mp4s and rip the mp3s...

Smart Playlist

Create a smart playlist that filters out all music execpt mp4. I'd assume you mean protected AAC files? You do this by creating a new smart playlist under the rules, setting it to Kind and typing in Protected AAC. It should select all your protect m4p files.

Just note that if you want to try this you will absolutely need to use CD media, not DVD. iTunes will only burn data to DVDs which won't solve your apparent problem.
