Hover-Over Pop Up Ads

I inadvertently got a pop-up ad from Kroger today. Apparently it was a hover-over type ad, but it's still invasive and annoying.

I JUST got another hover to expand; it's for New York Life and is served up via AdChoices. I'm still on the page now in another tab.
