How can I bind CTRL H J K L to arrow keys and have them work in other hotkeys that use arrows?

For instance, on Firefox I would press CMD OPT Left to go to the tab on the left. If I bind CTRL H to the left key, I would want to press CMD OPT CTRL H to go to the left tab. How can this be done? I would rather not have to manually create a bunch of hotkeys for this, and instead have them "stack". I made this keybinding with skhd but it doesn't stack: ctrl - h : skhd -k "left".

I recommend Keyboard Maestro (not free though plus I'm not sure I understand what you mean by "stack"):
