How to download Added music in OS X iTunes?

I can't get music to download into iTunes on my Mac. It is grayed out and has been for days. Also I can't get any Playlist I have made on my Mac onto my iPhone. Shouldn't they just sync like an iCloud document? Some of the ones I made last week showed up on my iPhone but none in the last few days. Can I connect by USB and sync them? I just got Music on my iPhone yesterday so not sure how it works.

Have tried restating, rebooted and hit the little iCloud icon 100,000,000,000,000 times. What is the secret to this?

Very confused. I hooked my iPhone to iTunes and synced but the Playlist still don't copy. Do I need to cut iCloud Music Library off on my iPhone in order to get Apple Music from my Mac to sync to my iPhone?
