HTML5 and "allow" dialogue box (youtube, etc)

Everytime I want to watch an HTML5 video full screen (via Chrome), I get a little box at the top of my screen that asks if I want to allow the use of full screen. It's supremely annoying.

Anyone know why this happens and if there's any way to turn this off?
