Right now I am in the process of Writing Zeros to my iBook. When its finished, Should I partition the Hard drive.... so I can have OSX on one part of the drive... and the rest of my data on the other? Would this make things faster since I have a slow 4200rpm drive?

Nope, because its still on the same drive. Only reason you would want to partition is if you are going to install two systems, like OS 9 and OS X on different partitions. Or if you just want a little bit of hope that if your drive that has your primary OS gets messed up, all your files will still be there on the other when you have to put the OS back on.
