But thats weird cause I could see 16.7.2 while iOS 17 was available

iOS 17.1.2 runs fine on the SE2020, so i'd say go for it.

Can you download the update on your Mac and install it from there with the iPhone connected?

I’d imagine that could work as it’s a signed update.
