iPad 2 to iPad 2

Planning to upgrade to a 64gb 3G iPad 2 from a 16gb wifi iPad 2.

If I were to restore, would my purchases like pages, keynotes and numbers be transferred too? Would I have to pay again for those app?

No just backup your existing 16GB Wifi iPad and then whenever you get your new iPad and plug it into iTunes for the first time you will be asked if you want to setup as a new iPad or restore from the last backup you done, select restore from last backup and you will have a mirror image install of your old iPad.
