Is iCloud Keychain Enabled by Default? (If so can it be disabled without signing in to iCloud?)

In the process of setting up a new Mac running Monterey.

I do NOT want my passwords stored in iCloud.

Have NOT signed into iCloud on the Mac and have not turned on iCloud Keychain.

Setup my email account.

Using the Keychain Access app I noticed that Keychain record the email password displayed WHERE: iCloud and not WHERE: Local.

Does this mean the password was sucked into iCloud?
