here is my scenario:

i have an isight with my powerbook.
my friend has a webcam on her pc.

will we be able to video chat and have both of us see each other? i've googled and can't find anything. i just want to make sure that she'll be able to see me and i'll be able to see her even though she's on a pc. thanks.

Yes, Skype Video can do this. There's a beta of it on Skype.com. It's cross-platform and works quite well.
