Like I said, After Effects is the industry standard. It doesn't matter if there are easier to learn, cheaper alternatives... that's not what most companies use. They use the most professional, most compatible and most productive software that works for them. And more often than not, it's After Effects — which is actually much, much easier to learn than alternative pro apps.
Apple Motion (from the app store) works in a similar way to After Effects, i.e. Layered comps.
You may want to start with this as it's much cheaper than a CC subscription.
Then when you learn the basics move on.
I'm not sure if Adobe do a trial of AE...?
It combines both 2D and 3D rendered animated elements. It is possible with the Element3D plugin in After Effects, or a combination of a 3D rendered animation comped in a 2d compositing app (Blender/Cinema4D/Max/Maya/etc plus a compositing app such as After Effects or Fusion/Davinci Resolve/Hitfilm...
Hard to say for sure. But yes, could be achieved in After Effects with Element3D and/or a 3D app (for modeling and/or rendering out the base sequence).
*addendum* the planet earth and moon could be mere flat 2d clipart versions in this quick animation; in which case just about any 2d animation app could have been used, including After Effects.

Apple motion is in Apple Store. It costs only 50 dollars. I learned and used it for animated music video. Very nice and powerful program and also can do quite complicated animations as well. I am sure everyone has his own approach, what I did was making 4-8 second small animated scenes in Motion and then combining all with additional effects in FCP.
I use Apple Motion maybe once a year, definitely not a pro user. I did find it relatively simple to do many things and they have some great starting templates to look at. Using one of the templates with a planet and text. Took longer to export the file then it did to setup.... that is because it was a Motion template so I just changed the text.
I would not concentrate on the exact designer of that piece, I would look for someone with the skill set to make that video. The video itself does not look like anything crazy complicated to create.
It sounds like you want to create a similar thing....
As mentioned above, this sort of effect can be accomplished with numerous different software packages.
But you also need to have the knowledge/expertise to create it.
Motion graphics are generally Cinema 4D / After Effects, but the same result can be achieved with other packages, if you know how to use them.
Motion was supposed to be a replacement to Shake, but IMHO doesn't come close, considering Shake was used on numerous Hollywood blockbusters (i.e. King Kong).
