Have a 2010 Macbook Pro.

My log in screen just has a name and password field. No list of users even though that is the setting I have selected. Also there is only the current user in the "fast switch user" section of the toolbar in the top right of the desktop.

Also when I select "login window" from that tool bar it only allows me to log onto the current user not switch users.

Any help would be appreciated.

System Preferences > Accounts > Login Options > Display login window as: List of users

Is that the setting you have selected? Are the other accounts enabled?

I have "list of users" selected.

My login window on startup or when i log out of a user is a grey screen with the apple logo and two empty fields for name and password and thats it.

Sorry, I can log into any of the three users by typing the name of the user, but they do not appear as a list on the login window.
