Mac Pro 1,1 Fastest Nvidia Card?

I've read that a 970, 980 are bottlenecked by PCIe 1.1 on a Mac Pro 1,1 2006...so is a 960 the best choice?
Has anyone tried and noticed better performance from the Higher-end cards or is it a waste of money for 1,1??? Thanks!

It depends your use, for gaming it this useless indeed, but for cuda/open gl there is little loss on a 1,1
