This was released October 20th 2010! Maybe you missed it? 
EDIT: Sorry, I misinterpreted that, I thought you were referring to iLife 11 as a new package. D'oh.
The section "software" has been there for a few months now on the Australian site at least.
It was there for both our recent purchases of a MacBook Air and an iMac.
