iPad region locked apps

hello,

I have hopefully a quick questions. I am setting up a new iPad for my mother and I would like to install several applications that are only available in her native country App store and not available in the US App store. Is it possible to mix apps from multiple app store regions? If so, what is the best way to achieve that?
