macOS Stupid ApploeScript Question: Turning off, then on Speech

I use the Speech capabilities in my Mini Core Solo to control my lights, and every 24 hours or so, the speech 'scrams' and I'd either need to go into the control panel and turn it off, and back on manually, or, as I do now, recycle the whole machine.

Does anybody know the command I can use to just have an AppleScript cycle the Speech control?

Something like

tell application "Speech"
disable
delay 1
enable
end tell

Why don't you have Speech Recognition on all the time.

Sorry I wasn't more clear.

I'd love to leave it on, but after about 24 hours, it freaks out - stops listening. So I need to restart the process. I'd rather do that through a script than a full restart, but right now I don't have the choice.
