If I buy a used ibook or any Mac for that matter, how can I remove the original user name and password and install my own. Wil I be required to completely reinstall the OS?

This will work if the previous owner gives you the password. If not, you can boot from the OS X install CD 1, go to the Installer menu and choose the option that says something about passwords. This will allow you to change any user password. You might then reboot, go to System Prefs>Accounts and create a completely new user (make sure to give it Admin privileges), Logout, and then log back in as the new user. That way you'll end up will all new preferences and a clean user library.
