'Text Replacement' syncs to all family members devices

I use a lot of text replacements (Settings > Keyboard > Text Replacement). These sync perfectly across my Mac OS and iOS devices. Unfortunately, they also sync to all the family members setup in Family Sharing. This has always been the case, rather than being a new or intermittent issue.

I can't see why this should be the case or how to turn it off. Anyone have the same issue or know a solution?
