In your specific circumstance, I'd do exactly this and you'll be just fine. The 16 Pro will be a huge upgrade over your XS so even when the 17 Pro comes out I don't think you'll be unhappy.

Normally, I'd advise someone to wait since we are closer to the new release but you have a very short window of opportunity and I think it's worth it.

Apart from a few new features, it's the price increase that's really going to hurt.
Given that I don't often go on vacation to the US, the opportunity to go through a tax-free state saves me a lot of money, and even if I only take back my old XS for 90 usd
The amount saved by buying it in the US compared with France will be enormous.
I'm not planning any new vacations in the US for the end of the year.
