I'm curious...

If OS X 10.2 and later automatically updates prebinding, why do people still run the sudo update_prebinding -root / -force command?

I dunno, maybe for piece of mind, but I'm probably wrong...

Strictly speaking, prebinding is not necessary. If an application is not prebound, it will bind when it is launched for the first time. The benefit of prebinding goes to the application. Applications are not necessarily prebound when added to your hard disk. In this case, manually prebinding is a good thing.
