You could try copying the iPhoto 9.2.3 to newer Mac which has 10.11.6 installed, then open App Store and check updates tab. App Store might recognise the iPhoto and allow you to update it to latest 9.6.1 version. There is no quarantine it will work.

I attempted this but it seems that unless you upgraded iPhoto in the app store before it was removed there is no work around. The only way I was able to upgrade was by having a friend login from their account and update the application for me. Apple really left those of us with older computers in a real bind here. I have tried Photos and it's just not up to the same caliber as iPhoto is.
