Wallpaper Black on External Display

I’ve noticed that if I set the wallpaper on my iPad to color or gradient, it makes the external monitor wallpaper black. Changing it to a photo or one of the wallpaper collections displays correctly on the external monitor. Is anyone else seeing this? Surely this is not intended behavior, or am I missing something?
