If Apple has so many billions in cash, why could they not build their own facility to make the chips, and remove Samsung from the equation all together?

The cost of competing with someone in a new market could erase those profits quickly.

because then they would have to carry it as an asset and their return on assets ratio would go down

and of course building the factory is not that hard. what is hard is getting chip production started. it takes intel months to work out problems on a new CPU. look at AMD, they have been trying to get past 45nm for years with no success
