Just a Colonial Seal, styled to look like a computer display from the new show. My boredom is your gain!
The other image (thanks to TheSpaz's PSD template) is just a sample of what it looks like on the phone. I wanted the octagon border to seem to surround the whole screen, and conceal the top/bottom bars as much as possible. So I made it extra bright at top and bottom.
(Since I'm on the Internet and someone will notice any trivial variation... I will confess that my seal is a hybrid between the military and civilian versions. I didn't even realize that there WERE two versions of the seal until I looked for image sources!)
