    Mail won't send JPEG's as attachments

    I have had this problem for a long time and can't find an answer... When I send a JPEG in Apple Mail 9.2 the receiver (doesn't matter who) receives a little thumbnail. That's it! I've have looked and read everything I can... Anyone know how to fix this? OS X El Capitan Version 10.11.2...
