Trying to download anything on Cydia and I get this message. I can't download anything.

From what I've seen in my Google searches on this subject, it may have something to do with a cracked or pirated app on your phone.
I am not saying you have cracked or pirated apps. What I suggest you do is uninstall your tweaks and apps and respring/reboot as required. See if that procedure works. If it does, then add the tweaks and apps back one at a time.
If all else fails, you may have to re-jailbreak.
