1.13 iphone reactivating

Hi all, im new here.

I have been offered a iphone but the trouble is it needs reactivating and unlocking.

The person that had it upgraded it to 1.13 from 1.12 via itunes and it nows says reactivate.

Can this be done, also can i then unlock it as i need to use it on orange.

If anybody can point me in the right direction at woud be great.

the guys says that he had to send the phone off and had to get firmware back on to it.

ok more info on this - the guy says that he had inunlocked and was told not to update it but he did. he now says it just says reactivate.

Please help me
