iCloud 1 Backup but 0 KB?

I was checking the backup information for my old iphone and it said I had 1 Backup but it said it was 0 KB. Somewhere else it said my iphone was not backed up, and somewhere else it said my iphone has never been backed up. But I remember in the past (many years ago) my phone would give me notifications that said "phone hasn't been backed up in 40, 50 weeks..." until it eventually stopped sending notifications. What happened?
