I am currently running 10.13.3. Brand new MBP. Earlier it told me that 10.13.5 was available, however I didn't update at the time. When I returned to update it, now the update is no longer there. My App Store just says "no updates available". How can I fix this?

Yeah I'm still on 10.13.4 and don't see thew new 10.13.5 update. It's possible Apple is in the process of rolling out this update, perhaps to watch the health of it's adoption in order to correct any mistakes and minimizes something tragic.
No, it's released to everyone. Apple has never done tiered updates.
