10.4 not downloading

I just got 10.4 for my ibook g4 I have enought space and ram on the ibook to download the update, but for some reason when i doubble click on the "install" button it restarts to start the upate but when loging back on it does not download the 10.4 and just keeps running 10.3.9 I have also held down the "c" key when restarting and all that happends is that a little icon pops up on a small file logo with the Mac face and then switches to a "?" what should I do?
please help!!!!

You need to buy 10.4 on a disc, it's technically a new OS, it's not just a downloadable update. Or do you already have a disc? If so, then you're confusing the meaning of "download".

Is it a retail copy of Tiger or is it a restore disk?
